What Is ISPM-15?
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is the International Plant Protection Convention standard governing solid wood packaging material in international trade. It exists to stop wood-boring pests from hitching a ride between countries inside crates, pallets, skids, and dunnage.
The standard requires solid wood packaging thicker than 6mm to be treated. The most common method is heat treatment, where the wood core is held at the required temperature for the required duration. Treated packaging is then marked with the IPPC stamp showing the country code, the certified facility's registration number, and the HT treatment code. Customs officials at the destination port look for that mark. Without it, shipments can be held, treated at the shipper's expense, re-exported, or destroyed.

ISPM-15 Questions, Answered
Do domestic shipments need ISPM-15?
No. ISPM-15 applies to solid wood packaging crossing international borders. Shipments that stay within the United States don't require it, but many customers order heat-treated packaging anyway for pest and moisture control.
What does the HT stamp on a crate or pallet mean?
The IPPC mark includes the IPPC symbol, a country code, the certified facility's registration number, and the treatment code (HT for heat treatment). It tells customs officials the wood packaging was treated at a certified facility and is compliant for international shipping.
Does plywood or OSB packaging need ISPM-15 treatment?
No. Manufactured wood products like plywood, OSB, and particle board are exempt because the manufacturing process already eliminates pests. ISPM-15 applies to solid wood packaging thicker than 6mm: the lumber used in crates, pallets, skids, and dunnage.
What happens if my export shipment isn't ISPM-15 compliant?
Non-compliant wood packaging can be rejected at the destination port. Depending on the country, the shipment may be held, treated at your expense, re-exported, or destroyed, all of which mean delays and unplanned costs. Proper HT stamping and documentation avoids this.
